New user authorization

Because of the rash of spamers joining our site as of late, we have decided activate a feature that requires new users to be authorized by the administration. This change will only effect new users.

This has been reverted. A new visual verification module has been installed that will hopefully prevent spam-bots from registering on the forum, so new users will once again be able to confirm their own accounts. If we start having problems with spam-bots joining the forum again, the admin activation will be turned on again.
